State Council General Office prints and distributes the Outline of Government Information Sharing Work in 2015

The General Office of the State Council printed and distributed recently the "Outline of Government Information Sharing Work in 2015" (hereinafter referred to as the Outline), making arrangements for the government information sharing work this year. 

The Outline noted that in order to do well in government information sharing this year, it is important to thoroughly implement the guidelines of the 18th National Congress of the CPC and the 2nd, 3rd, and 4th plenary sessions of the 18th CPC Central Committee, earnestly implement the "Regulations on Government Information Sharing", constantly improve the effectiveness of government information sharing, so as to better serve the social and economic development, and facilitate the development of law-abiding, innovation-driven, clean, and service-oriented government. 

The Outline required local areas and State departments to continue to do a good job in the information sharing in the fields of work safety, employment, financial audit, S&T management, project funds, pricing and charging, credit etc., and facilitate the information sharing in the following areas. First, to facilitate the sharing of the lists of administrative powers. The information on the withdrawal and delegating of the registers of administrative approvals as well as the clear-up of registers of non-administrative approvals of State departments will be released, and local government departments at all levels will be pushed to make public their respective power lists. Second, to facilitate the information sharing of the financial funds. Efforts will be made to do well in the disclosure of the budget and financial accounting of central and local government departments, actively facilitate the disclosure of the budget performance and the occupation of state-owned assets, and publish more details on the government expenditures on receptions, vehicles and overseas trips. Third, to facilitate the information sharing for allocation of public resources. Efforts will be made to disclose information on the construction and allocation of indemnificatory housing, land expropriation, and house expropriation and compensations. Fourth, to facilitate the information sharing of major construction projects. More efforts will be made in the examination, approval, filing, and implementation of projects, with the priority on government-invested projects on public good and people’s livelihood, including railways, urban infrastructure, energy conservation and environmental protection projects, agricultural, forestry, and water conservancy projects, and land consolidation. Fifth, to facilitate information sharing of public services. Efforts will be made to do a good job in information sharing in the fields of social insurance, social aids, education, and medical care and health. Sixth, to facilitate the information sharing by state-owned enterprises. Efforts will be made to do well in disclosing information on the main financial indicators, overall business operation, and performance evaluation results of SOEs, and the value maintenance and appreciation as well as the reform and reshuffle of state-owned assets. The regulatory and inspection results of the Supervisory Board on central enterprises will be made public. Seventh, to facilitate the information sharing of environmental protection. More information on air quality, water environment quality, pollution discharge, pollution sources, and environmental impact assessment of construction projects will be released, and a good job will be done in sharing information on environmental enforcement and inspection and environmental emergencies. Eighth, to facilitate the sharing of food and drug safety information. Efforts will be made to do a good job in sharing information on food and drug regulation policies, typical cases, and regulation-based spot check results. Ninth, to facilitate the information sharing by social organizations and intermediary agencies. Administrative measures on the information sharing by social groups and private non-enterprise entities will be developed, information sharing system for prerequisite service items of administrative examination and approval will be established, and the information sharing by charity organizations will be facilitated. 

The Outline emphasized that local administrative organs at all levels should follow the principle of making information sharing a regular task and confidentiality an exception, take the initiative to share more government information on all respects, and in accordance with "Regulations on Government Information Sharing", release in a timely fashion the regulatory documents related to the rights and obligations of citizens, legal persons, or other organizations. Also, they should provide scientific interpretations on important policies, laws and regulations as soon as introduced and respond to hot issues in society as soon as possible, so as to enable the public to have a better understanding on the government work. Moreover, they should make full use of all sorts of information sharing platforms such as spokespersons, government portals, bulletins, and government microblog feeds and Weixin, constantly extend the government information sharing scale, and provide easy access for the public. 

The Outline proposed to strengthen the management of information sharing upon request, expand the channels for acceptance of such applications, and offer more convenient services for the applicants; to work harder on development of information sharing systems and mechanisms such as evaluation and review, social survey, and processing of public complaints, improve the standardization level of information sharing work, and work harder to make sure the public get access to government information by law. The Outline also specified the requirements and arrangements for its implementation.
